TOC displays "TracNav" when scripting is disabled

Description

Hi, I noticed that the TracNav Macro has the problem that it displays "TracNav" as headline (see attached screen shot) in case the user has scripting disabled (via NoScript or ScriptNo). Is there any way to avoid this?

Please Help! I have this exact problem! Did you ever get it working?

I made sure that my "NoScript" is completely uninstalled but still have this issue.

Freshly installed Trac v1.0 with mysql connection.
